Deutsch Mitten in der Wüste von New Mexico liegen zwei Geldkoffer und die Leiche eines Mannes. Sheriff Ray Dolezal will den Fall auf eigene Faust lösen und nimmt die Identität des Toten an. Dabei verstrickt er sich in eine Geschichte, die eine Nummer größer ist, als er erwartet hat. Ray gerät zwischen die Fronten konkurrierender Abteilungen des FBI und wird gezwungen, mit dem schrägen Waffenschieber Lennox und dessen undurchschaubarer Partnerin Lane zusammenzuarbeiten. Zu spät erkennt Ray, daß er nur ein Köder ist und sein FBI-Kontaktmann der Drahtzieher der Aktionen ist. In den Dünen der White Sands versucht Ray, seine Feinde gegeneinander auszuspielen und mit dem Leben davonzukommen.
